Hi Sparky,
I have a Japanese car and to get parts, I had to provide a computer number from my registration or export certificate.
It's a pain in the neck, but I was unable to buy parts without it.
I found new brakes and pads on Ebay for a cheaper price than I could get from Japan.
I know this may not help, but I found Ebay to be a workable alternate to going to Japan for parts.
