check glow plug control unit, usually located below dash.
check replace glow plug relay, and check fuse too.
you replaced the glow plugs but did you check the voltage going to the glow plug ?

this how you do it..
get a 12v pen type tester- (with little bulb at the handle)
connect the wire to the ground, then connect the pen pointed end to the top of the glow plug. hanve some one switch on the ignition key. the pen light should lite.
if the tester will not light up, that means no current/power going to the glow plug.. starting will be problem. for this, check fuse and glow plug relay.another way to test power going to glow plug is the use of multimeter, select 20v-50v range on multimeter,
connect neg-black lead to engine ground. then connect the red-positive lead of multimeter to top of glow plug(the top nut or the wire connected to the glow plug),
see if you will get 12v reading.
12v readings must show on multimeter.
