2001 Toyota Corolla fielder problems

General comments:Car slow to reach full operating temperature.Pre purchase Automobile Association check showed satisfactory relative compression readings, this being done electronically, not by removing plugs and using gauge. I think this car may not have a CCV valve.
Problems:Car recently purchased from dealer (not Toyota)and satisfactory other than using approx 400ml oil per 1000K at 104000K with which I am unhappy.Dealer prepared to replace rings, but I am not sure this is necessary or desirable. I have not had good results with reringing vehicles on two previous occasions. Dealer has "flushed out" engine and replaced oil with a heavier grade, but this has not changed oil consumption.
What should I do?
