General comments:hard to diagnose the problem. Never produce carburetor fed engines with complicated designs that will leave customers hard times to maintain it.
Problems:hard starting at times even with warm engine. Cold engine, not continues in revolution as compared when engine is warm enough.

carburetor is a pain especially when not maintain by previous owner thus result in hard starting, high gas consumption, engine knocking etc.

Auto-choke might be the culprit if hard starting on cold engine. easily damage maybe of its design.

to resolve this just leave as is cause it might break in the future better service the carb, they will clean and if possible replace repair kit.

proper tune up,

correct air/fuel mixtures, set the carb to richer *more fuel going to combustion*,

set the distributor timing to its appropriate status depending on the age and mileage, FYI 5degrees BTDC is not applicable because of the wear and tear of the bearings etc inside the engine.

check the fuel pump if its second class replace it with original.

service tuppet/valve clearance note: there is different clearance between hot/cold engine.

replace spark plug every 6 months. NGK BP5es much cheaper. BEWARE of FAKE NGKs

check High Tension Wire if its old and with visible crack better replace it with good ones.

replace fuel filter every year. cheap plastic type will do

choose oil viscosity 40SAE

replace fuel filter with aftermarket Simota plato type as hot air from engine will suck in directly to your carb. double the speed of warming up.

if you do this then you won't be having trouble anymore unless you live in high mountain with cold temperature, just buy new car with EFI problem fix.

service your starter, you may also add some relay for quick start.

Lancer El is not complicated as you think as today's cars with wires and harness, computers and sensors.
