1999 Toyota Noah engine wont start problems in Kenya

| Problems: | The diesel engine had a problem with the crank shaft and the timing belt; when these were fitted, the engine could not start. Three mechanics have checked the timing belt tuning and say it is ok. How do I solve this problem? |
