General comments:What does the activation of "stabilizer on/off" do?
Problems:Whistling noise on acceleration & deacceleration.
Kicks up +- 3 gears & over revs with slight increase in gradient.
Fuel consumption less than 8km/litre

The whistling noise is quite common and is from your turbo charger. If it is very loud check for damaged or cracked hoses to the turbo. It can sometimes be just a small pin hole.
The changing up or down with a slight bit of acceleration or increased load sounds like you need to blank off the 2 EGR(exhaust gas recycling) valves. They were fitted to accomodate strict Japanese emission controls and are a waste of time. They will be giving a false reading to the throttle control unit and causing your problem. Simply take the valves off , make a plate for each to blank off the ports and blank of the hose to each valve. It will improve your truck immensely.
