1989 corona ex not receiving fuel

Hi all new here,
I was recently given a corona ex 1.8L (4S-FL motor) as a project car for my (soon) drivers license.
It has not been started in about 4 months and while it has about 20L of new fuel, new battery and new plugs it won't start.
The fuel gauge should be registering about 1/4 but doesn't move when turned on.
Is it a stuffed fuel pump/filter? because it turns over but won't fire.
What's a good place to start to get it going.
(I'm not very mechanical)
