2005 Toyota Harrier high fuel consumption and low torque power problems

Problems:The Engine rev is high but the pickung up low a mechanic suggested that the tank fuel filter could be clogged resulting into higb fuel consumptio,how do i remove the tank fuel filter.

when the engine revs high, it could be that the gear box is not shifting or it takes long to shift from one gear to another. The reason could be that there is little oil in the transmission, there is slippage in the transmission clutches which need to be replaced.
Try to check the oil level and if the oil level is ok,
Press hard on the brake pedal, press the accelerator and at the same time engage the gear to see if the engine feels the load.
If the engine feels the load then the transmission is ok. Concentrate on the engine.
