1997 Opel Vectra non-functioning radio system & high fuel consumption problems

Problems:	1. A radio system is available but does not tune to any station. A "shhhhhhh" sound is heard in the speakers but no station tuning 2. The fuel consumption is about 3 times higher than when the car was first received. The acceleration is virtually the same as before.
