1991 Mitsubishi Pajero Vin Number

I purchased a 1991 Mitsubishi Pajero through eBay from a car importer in British Columbia. They sent me the car with all the paperwork to register the car in my province of Ontario. But I have run into a problem trying to get a ownership. The vehicle has no vin number on it only a 13 digit serial number on a metal factory plate on the firewall. My question is: Is it possible that this vehicle only has a 13 digit serial number and no 17 digit vin number? How do I find out??
