Mitsubishi Lancer 1989 Carbulator Help!!

Hi i have this lancer and when i start the engine and i am on parking the rpm are high. i want to low them. also i want to low the fuel that go into the engine from carblator.but if i low the fuel the rpm go up... so i want to low the rpm when the car is idle
